Other buildings are lower than the Capitol because there is a law in Washington not to build houses higher than the Capitol. That's why there are no sky-skrapers in the city. The Capitol is the seat of the US Congress. It stands on Capitol Hill, the highest point in Washington. The Capitol is the home of both the Senate and the House of Representatives.
